7. Ryokugyu

Ryokugyu Is a powerful Marine Admiral who was elected during the 2-year timeskip through a World Military Draft. He’s quite a powerful individual, as is evident from his position. He holds the power of the Mori Mori no Mi, which is a Logia type of Devil Fruit that allows him to transform into a woodsman.

At the same time, he also holds great control over two types of Haki, those being Armament and Observation. Ryokugyu is one of the strongest Marines and certainly someone capable of fighting Luffy. He can certainly rival Luffy in battle for a significant period of time, however, he would not be able to defeat him, as is clear from Luffy’s showing against Kizaru. Similar to Admiral Kizaru, he would be able to fight against him in an extended battle, however, for him, defeating Luffy is a dream.

6. Fujitora

• Devil Fruit: Zushi Zushi no Mi
• Haki: Armament, Observation

Yet another powerful Marine Admiral, Fujitora was introduced to the fans in the Dressrosa arc of One Piece. There, fans got to see his incredible power, which he showcased on many occasions. He possesses the power of the Zushi Zushi no Mi, and this Devil Fruit lets him manipulate gravity at will.

Fujitora also possesses incredible Observation Haki, with amazing control over Armament Haki as well. In a battle against Luffy, he would certainly be able to hold his ground. His performance against Luffy shouldn’t be any worse than that of Kizaru, however, just like the lightman himself, defeating Luffy is not possible for Fujitora. Nonetheless, standing his ground against Gear 5 in an extended battle would still be quite impressive.

5. Kizaru

• Devil Fruit: Pika Pika no Mi
• Haki: Armament, Observation

Kizaru is one Marine whom fans recently saw fighting against Luffy in his Gear 5. Being a Marine Admiral, it is no surprise for the fans to see that Kizaru can actually stand his ground against Luffy. In fact, he was able to hold the upper hand in the battle until Luffy decided to enter Gear 5.

Once that happened, Kizaru realized that he was not strong enough to win the battle, and as a result, he resorted to tactics that forced Luffy out of combat situations, again and again. Regardless, Luffy’s persistence was such that he ended up taking down Kizaru in the end. While Kizaru was certainly not strong enough to defeat Luffy, he was able to rival him in battle for an extended period of time, which is certainly impressive.

4. Aokiji

• Devil Fruit: Hie Hie no Mi
• Haki: Armament, Observation

Kuzan is one of the strongest Marine Admirals that fans have seen in One Piece and certainly an individual who can fight against Luffy’s Gear 5 for an extended period of time. Kuzan was recently seen fighting against Garp and he held his ground very well, even though he was the underdog in the fight.

In the battle against Luffy, Kuzan would struggle much more, however, he would still be able to fight him for an extended period of time, making him a worthy rival for Luffy. Of course, at the end of the day, he would still not be able to defeat Gear 5.

3. Sakazuki

• Devil Fruit: Magu Magu no Mi
• Haki: Armament, Observation

Sakazuki, the current Fleet Admiral of the Marines, is certainly the strongest of the lot at the moment. He possesses the ability to manipulate magma and become the element itself, thanks to his Logia type Magu Magu no Mi.

He also has great control over two Haki types, which sees to it that he can fight against Gear 5 Luffy, however, at the end of the day, he would not be able to defeat him in combat, just like every other Marine Admiral.

2. Sengoku

• Devil Fruit: Hito Hito no Mi, Model: Daibutsu
• Haki: Armament, Observation, Conqueror’s

Sengoku is one of the legendary individuals of the One Piece world and a character who used to stand on the same pedestal as the likes of Roger, Garp, Shiki, and Whitebeard. He is one of the few Marines who has access to all three Haki types, and his Mythical Zoan Devil Fruit gives him the strength to fight against powerful individuals.

In his prime, Sengoku could certainly be able to take on Gear 5 Luffy in an extended combat. In fact, he would certainly fare much better against him than anybody in Marines that fans have seen so far.

1. Garp

• Devil Fruit: None
• Haki: Armament, Observation, Conqueror’s

The Hero of the Marines, Garp is one of the few individuals who can actually match Luffy in battle blow for blow. In his prime, Garp was a demon who used to fight against Roger, and for him, taking on Luffy in his Gear 5 in an extended battle should not be an issue.

Garp makes use of incredible Haki in combat, and this power allows him to fight against even the strongest of enemies. Undoubtedly, he would March Luffy and he might just be the only Marine capable of doing that.
