The story begins in the 1990s, when Vargas, suffering from untreated paranoid schizophrenia, descended into madness. After a violent altercation in 1995 resulted in his first known murder—his fellow homeless man Baltazar Mourinho—Vargas was arrested but ultimately escaped justice, deemed mentally unfit for trial. Released back into society, he vanished into obscurity, only to resurface with a chilling appetite for human flesh.

By late 1998, reports of missing persons began to flood in, coinciding with sightings of Vargas lurking near the Rio Tobs River, where he is believed to have lured unsuspecting victims. His grotesque preference for “lean and muscular” men led to a spree of abductions, with Vargas reportedly consuming his victims and even serving their flesh to unsuspecting neighbors.

The nightmare escalated in February 1999 when civil defense personnel stumbled upon dismembered bodies, triggering a police investigation that unearthed Vargas’s grisly lair. Inside his makeshift shack, officers found human remains marinating in jars and cooking utensils stained with blood. Vargas, unfazed, confessed to his crimes, chillingly stating, “I like meat, especially human meat.”

Despite the overwhelming evidence, Vargas has remained in a legal limbo, confined without a trial for 25 years. His case reflects a troubling intersection of mental health and justice, leaving families of his victims seeking answers and closure.
